%install_ext uses urlparse and urlretrieve to handle a URL. On POSIX systems these handle local file paths, like the one used in the test, as well. On Windows, at least urlretrieve fails with a local path. Our code should detect this case and use shutil.copy (or something similar) to move the file instead.
