Describe the bug

When using the new solution file format (XML/slnx) the local configuration is not being saved as the ResXManager uses the old sln format to store its solution-local configuration.

It might be better to store the configuration in a separate file to ensure compatibility with both .sln and .slnx formats...? However, I'm not sure if there is a technical limitation that currently necessitates saving the configuration inside the .sln file.

To Reproduce

  1. Create a new solution.
  2. Save the solution as .slnx.
  3. Open the .slnx solution in Visual Studio.
  4. Edit and save the ResXManager local configuration.
  5. Restart Visual Studio and reopen the same solution.
  6. Observe that local configuration changes are lost.

Expected behavior
Local configuration changes should be saved and persist when using either .sln or .slnx solution formats.
