Describe the bug

<b-popover> drops data-* attributes

Steps to reproduce the bug
  1. Add <b-popover data-test="test" .../>
  2. Click trigger element
  3. Inspect rendered dom for data-attrs
  4. Don't find it.
Expected behavior

That Bootstrap Vue components render data-* attributes on root components, as stated here: #3896 (comment)
