• ran brew update and can still reproduce the problem?
• ran brew doctor, fixed all issues and can still reproduce the problem?
• ran brew config and brew doctor and included their output with your issue?

• What you were trying to do (and why)
  Install some formula with some build-only deps defined only in devel/head, remove those deps and try to reinstall formula.
• What happened (include command output)

$ brew reinstall gnu-tar --HEAD

  brew installs build-only deps for head spec.
