Here's a first stab at reorganizing the regression tests to run un
parallel under make's control.  With this patch, "make -j4 codectest"
runs in about 20 seconds instead of over a minute on a Core2 Quad
machine.

I do not consider this complete.  I just want some opinions before
spending more time on it.

The changes to the reference files are only some file renames that
were necessary to run things in parallel.
