Does the server regression test fail with the software scaler enabled?
I cannot test this on PPC.

Anyway, no need to duplicate the warning, try something like the
following (untested, but should work):

ifeq ($(CONFIG_SWSCALER),yes)
test-server: swscalerwarning
else

swscalerwarning:
	@echo
	@echo "Regression tests are incompatible with the software scaler."
	@echo
