how to encode audio frame from PCM to MPEG1 or 2

i am trying streaming audio.. but i donot know how how encode audio frame.

i would like to encode an PCM buffer (audio frame) to MPEG 1 or 2 buffer.

can you show me how to do this?

Note that i dont want to convert file.
