Customize option default-frame-alist:
M-x customize-option default-frame-alist RET
Use the INS button to insert a setting for each of frame-parameters foreground-color and background-color.
After the text Parameter: you enter the parameter name: foreground-color or background-color.
After the text Value: you enter a string with the color name or RGB code. E.g.:
Parameter: background-color
Value: "#000000000000"
and
Parameter: foreground-color
Value: "#3333d1d17a7a"
Then press the State button at the bottom and choose Set for Current Session. If you like the result then choose Save for Future Sessions.
Emacs saves your settings in your init file, by default.
