This exception should be thrown by an implementation of IPromotableSinglePhaseNotification interface to indicate that a call to Promote has failed. If an implementation of IPromotableSinglePhaseNotification fails a promotion due to an exception that is not fatal, it should catch that exception and create a TransactionPromotionException with the original exception as the inner exception.
