In the most recent working draft, I'm still seeing:
seekg(off_type& off, ios_base::seekdir dir)
and
seekp(pos_type& pos) seekp(off_type& off, ios_base::seekdir dir)
that is, by reference off and pos arguments.
Proposed resolution:
After 27.6.1.3p42 change:
basic_istream<charT,traits>& seekg(off_type& off, ios_base::seekdir dir);
After 27.6.2.4p1 change:
basic_ostream<charT,traits>& seekp(pos_type& pos);
After 27.6.2.4p3 change:
basic_ostream<charT,traits>& seekp(off_type& off, ios_base::seekdir dir);
