Discussion:

fstream ctors take a const char* instead of string.
fstream ctors can't take wchar_t

An extension to add a const wchar_t* to fstream would make the implementation non conforming.

Rationale:

This is not a defect in the Standard. It might be an interesting extension for the next Standard.
