251. How many signed integer types are there?Section: 6.9.2  [basic.fundamental]     Status: open     Submitter: Beman Dawes     Date: 18 Oct 2000

6.9.2 [basic.fundamental] paragraph 2 says that

There are four signed integer types: "signed char", "short int", "int", and "long int."

This would indicate that const int is not a signed integer type.
