To be able to make sjavac default, it needs to be a lot more stable. For a start, we should get it to build cleanly in normal jprt runs. The things that need to be fixed are:
* Some issues in langtools where sjavac isn't checking platform system properties correctly to adjust behavior.
* Configure needs to be smarter in constructing good jvm args to the sjavac jvm instance.
