I would suggest not putting it into urllib but in a "launch" module.

First, the actual implementation is going to be completely different
for the various platforms, so if you put it into urllib it'll probably 
have to happen with an intermedeate module anyway, and by putting it
in a separate module it's probably easier to extend to to various
other things you might want to launch (fileviewers, editors, etc).
