Albert F. Siepert was a long-time federal employee who entered federal service in 1937 and moved from being executive officer for the National Institutes of Health to NASA in 1958. In 1959 he was NASA's chief negotiator in the transfer of the Army Ballistic Missile Agency to the space agency from his position as director of business administration, and in 1963 he moved to the deputy director position at the Kennedy Space Center in Florida. In 1969 Siepert left NASA to become a program associate at the University of Michigan's Institute for Social Research
