Yokoyama Isamu was commissioned in the infantry in 1909 and graduated from the War College in 1915. He studied in Germany before becoming involved in staff assignments through most of the interwar period. When war broke out in the Pacific, Yokoyama was commanding 4 Army in Manchuria. He was given command of 11 Army in central China in December 1942 and conducted the To-go operation of the Ichi-go offensive, where he led the attack on Henyang. He was recalled to Japan and given command of Western District Army in November 1944. The latter was redesignated as 16 Area Army in February 1945.
Yokoyama was sentenced to death for authorizing the vivisection of captured American airmen, but died in prison while awaiting retrial.
