Least common denominator.  A 16-bit Windows binary runs EVERYWHERE: Win
3.1, Win 95, Win 98, Win Me, NT Intel, NT Alpha, NT MIPS, NT PowerPC,
Linux, FreeBSD...

A Win32 application cannot match that list.
