The error message says,

RuntimeError: dictionary changed size during iteration

I doubt if it is related to underlying IP. 

I thought it was with test runner (or threads) and the way we use EnvironGuard
in the tests. 

I have observed in a very inconsistent manner earlier, surprising that is
always failing on Ubuntu 10.10.
