Unfortunately I missed the last bug day, and the next one seems to be 
some time off... Perhaps I can convince a Python developer with Windows 
and socket experience to take a look at bug http://python.org/sf/777597 
and the associated patch http://python.org/sf/965036 ?

The bug is in the new timeout code and causes excessive delay in 
connect() when a connection refused error should have been raised 
immediately.
