Some items in the bug list are feature requests that better belong in the
RFE list, in spite of the unremovable Bugs list Feature Request group.
Seeking more authoritative guidance than my own feelings, and hoping to get
something I could direct feature-missing-is-a-bug posters to,  I opened
item 964703.

In responding (and closing) Tim Peters nicely fulfilled both goals. Perhaps
other bug reviewers might find this item a handy reference when trying to
prune the bug list, and perhaps closing requests as not-a-bug.
