As long as configure captures the values to the Makefile, it doesn't matter whether the user types CFLAGS=... OPT=... export OPT CFLAGS ./configure or CFLAGS=... OPT=... ./configure is a matter of syntax, not functionality. We should not rely on any special environment variables being set after configure has been run.
