Martin, I'm not interested in arguing about this.  If you want to implement
os.kill() for Windows, go ahead.  I only ask that the docs repeat the
vendor's warnings against using it.  It's fine for adult use, where "adult"
means you know you're courting trouble and are prepared to accept the
consequences.
