Please have a look at the prototype in
python/nondist/sandbox/datetime/.  Note that there are comments
pointing to a Wiki with design discussions too.

Fred's working on completing the C reimplementation (also there); in
fact, I'm expecting a checkpoint checkin from him any moment now.
