This is a bizarre SF bug.  When you're browsing patches, clicking on
Bugs will give you this error, and vice versa.

My workaround: go to my personal page, click on a bug listed there,
and make an empty change (i.e. click Submit Changes without making any
changes).  This will present the Bugs browser.
