Same here.  It's not from leaving the comment field empty (I got the
error message too and figured out what it meant); instead I can fill
in a comment, select a file, and upload it.  The comment shows up; the
attachment doesn't (using NS4.75 on Linux).  Anyone got other failures
to report?
