Summary: SimpleXMLRPCServer doesn't work anymore on Windows

Initial Comment:
The bug resolution of [ 1222790 ] SimpleXMLRPCServer
does not set FD_CLOEXEC break the compatibility with
Windows system.
The new "import fcntl" is not possible on non POSIX system.

Fixed in r45305 by handling the 'no fcntl module available'
