Now there is.  

(setq org-provide-todo-statistics 'all-headlines) 

will do the job.

I haven't implemented this for org-provide-checkbox-statistics because
(1) the code is more complex and (2) I am under the impression that it
would not be as useful... but I don't know why I'm under this impression
and feedback is welcome.
